To share files with people who do not have Cornell NetIDs, you will need to add their email addresses to your Cornell Secure File Transfer whitelist. Each Secure File Transfer user maintains his or her own separate list of external users in a whitelist. 
Internet Explorer 9+ features an optional setting “Do not save encrypted pages to disk”. When selected by user or Active Directory group policy, this setting prevents some secure websites from working. Please use an alternate browser or change your Internet Explorer settings.
