Problem

When you attempt to download or access the web version of Power BI from Microsoft's site, after entering your Cornell email address, you see this error message:

Sorry... We can't finish signing you up. Your IT department has turned off signup for Microsoft Power BI. Contact them to complete signup.

or

Your organization doesn't currently allow its users to purchase Microsoft Power BI. Contact your IT admin for more information.

Explanation

This is working as intended. You can download the desktop version for free from Microsoft, but if you need the additional functionality of Power BI web, please see our Power BI Version Comparison article. You cannot request this version on Microsoft's website.
