Cornell Secure File Transfer: External User Sees Error Message “Not active on Cornell Whitelist” When Logging In

The email address the external user enters must match the address in the Cornell user's whitelist. (The address is, however, not case-sensitive.) 

For example, user@example.org is not the same as user@mail.example.org, though both might deliver mail to the same account.

Also, a whitelist entry expires after a default period of three months. If the external user has not used Cornell Secure File Transfer for a while, the user may need to have the Cornell sender renew the entry on their whitelist.
