The World Wide Web Consortium (W3C) is the author of the standards used at Cornell to evaluate web accessibility: Web Content Accessibility Guidelines (WCAG). WCAG explains how to make web content more accessible to people with disabilities.
W3C also provides extensive information about web accessibility topics. A couple suggested starting points:
